For towns submitting Hazard Mitigation Grant Program (HMGP) applications, this is a reminder that FEMA requires that the community have an approved and adopted mitigation plan in order to be eligible for the HMGP grant. Vermont Emergency Management’s policy is to accept HMGP applications from towns without an approved plan, provided the local mitigation plan is under development or in the process of approval and adoption. This policy also applies to towns whose plans have expired and which need to be updated. FEMA will not release funds for approved HMGP projects unless a town’s plan has been approved and adopted.
If your town is submitting an HMGP application and your local mitigation plan is not yet approved or updated, please work with your local Regional Planning Commission, which may be able to assist you. FEMA staff at the Joint Field Office in Essex may also be able to help with local plan development.
