The VLCT Unemployment Insurance Trust was formed in 1978 to protect small municipalities from unemployment claims, as the cost of unemployment insurance is the responsibility of the employer. Currently, 209 municipalities are enrolled in the Trust;  they are all reimbursable employers (all Trust members must be reimbursable).

A business must participate in either the Unemployment Trust or with the State Department of Labor if its payroll is $1,500 or greater in a calendar quarter or if it has one or more employees in each of 20 weeks in a calendar year.

All claims charged against our members are paid by the Trust on their behalf. Our members pay an annual contribution plus a $150.00 management fee each year.

In addition to having claims paid by the Trust, our members receive special guidance and assistance in the unemployment process from the staff at Jon-Jay Associates, our third party administrator dedicated to VLCT claims. Legal services are also provided to members as needed — another benefit of membership.
