The VLCT Unemployment Insurance (UI) Trust was formed in 1978 to protect small municipalities from unemployment claims, as the cost of unemployment insurance is the responsibility of the employer. Currently, 210 municipalities are enrolled in the UI Trust, which requires all members to register with the state as reimbursable (rather than taxable) employers.

A municipal entity must participate in either the VLCT UI Trust or with the State Department of Labor if its payroll is $1,900 or greater in a calendar quarter or if it has one or more employees in each of 20 weeks in a calendar year.

All claims charged against UI Trust members are paid by the Trust on their behalf. Our members pay an annual contribution plus a $250.00 management fee each year.

In addition to having claims paid by the Trust, our members receive special guidance and assistance in the unemployment process from the staff at TALX UCeXpress, our third party administrator dedicated to VLCT claims. Legal services are also provided to members as needed — another benefit of membership.

Members with 26-70 employees will please save this Excel file and fill it in electronically.

UI Trust members with more than 70 employees will please contact Kelley Avery to arrange to submit their 2010 wage data in an alternative electronic format.
