VLCT's Risk Management Services (RMS) department provides insurance, benefits, and loss control (including safety and wellness) programs designed with the specific needs of Vermont's municipalities in mind. The RMS staff administers two non-profit, member-owned, board-directed self-insurance pools that have a wide range of programs and services: the Property and Casualty Intermunicipal Fund (PACIF) and the VLCT Employment Resource and Benefits Trust (VERB).

  • VLCT PACIF, created in 1986 for coverage that began in 1987, provides extensive coverage for losses to member municipalities for property damage, auto accidents, injured employees, and liability (general, public officials, law enforcement, and employment practices). Members gain additional benefit from PACIF's unique public safety and risk management programs as well as dedicated in-house claims adjusters, underwriters, and loss control consultants.
  • The VERB Trust was formed on January 1, 2015, with the merger of the former VLCT Health Trust (founded in 1982) and the Unemployment Insurance Trust (originally the VLCT Insurance Trust, founded in 1978). VERB continues to provide all of the services that its two predecessor trusts offered in 2014: unemployment insurance; health insurance consultation for all groups and health insurance for large groups; dental coverage; vision coverage; group life, long-term disability, and short-term disability insurances; optional additional life insurance plans for employees to purchase at group rates; and Health Advocate's Core Advocacy services.
