The VLCT Unemployment Insurance (UI) Trust was formed in 1978 to protect small municipalities from unemployment claims, as the cost of unemployment insurance is the responsibility of the employer. A municipal entity must participate either in the VLCT UI Trust or with the State Department of Labor if its payroll is $1,900 or greater in a calendar quarter or if it has one or more employees in each of 20 weeks in a calendar year.

The UI Trust helps municipalities add the power of pooling to the option to pay state unemployment claims on a reimbursable (rather than a taxable) basis. Currently, 210 municipalities are enrolled in the Trust. All claims charged against UI Trust members are paid by the Trust on their behalf. Members pay an annual contribution plus a $250.00 management fee each year.

Moreover, our members receive special guidance and assistance in the unemployment process from the staff at Equifax Workforce Solutions, our third party administrator dedicated to VLCT claims. Legal services are also provided to members as needed — another benefit of membership.
