Learn what your town needs to do to successfully manage the property tax assessment process and conduct effective appeal hearings by attending this four-part webinar series. Participants will have time to ask questions during each of the live trainings. The mock BCA hearing will provide you with an especially helpful and practical understanding of legal requirements and best practices.

Who should attend? This series is designed for town officials involved in property tax assessment and appeals to the board of civil authority, including selectboard members, listers, assessors, justices of the peace, town treasurers, and town clerks.

The Role of the Board of Civil Authority in the Tax Assessment Appeal Process
A taxpayer in your municipality who is not satisfied with a decision of the listers may appeal to the BCA. In this session, you will learn the legal and practical parameters within which the BCA must operate, paying attention to the BCA’s deadlines, the rules governing participation, and the requirements for decision making. Appeals to either the state appraiser or superior court will also be covered in brief.

Mock BCA Hearing
This mock BCA hearing will illustrate legal requirements and best practices for property tax assessment hearings. You will gain a practical understanding of the common legal issues that arise during BCA hearings, including how to properly manage evidence, how to avoid and address ethical dilemmas, the legalities surrounding site inspections, and overcoming the listers’ presumption of validity. The principles described in this recording also apply to lister grievance hearings.
