Please note we are offering the Town Health Officers Workshops in a different format this year. Morning registration begins at 9:00 a.m., afternoon registration begins at 12:00 p.m. You can attend morning and afternoon in different locations but you must register online in each location.
We highly encourage you to attend for the full day or mix and match a beginner session with an afternoon, or multiple afternoon sessions. All events are free to Town Health Officers, selectboard members and town employees.
Lunch is available to all attendees of either morning or afternoon sessions. Please indicate in your registration if you are planning to attend for the lunch period.
Duties of a Town Health Officer: THO 101
We conduct this workshop four times throughout the year. Two occur in the Spring and two in the fall. The goal of this workshop is to educate new town health officers (THOs) on their role and the responsibilities associated with this position. It is also a valuable refresher for experienced THOs.

Morning Sessions - All Regions
Session I, Part I:
Instructor Lillian Colasurdo, MELP, J.D., Policy and Implementation Analyst for the Vermont Department of Health (VDH) will conduct an overview of the duties, responsibilities, relationship to other local officials and the State, and limits of the THO’s role.
Session I, Part II:
Lillian takes a deeper dive into the duties of the THO: identifying common health hazards; conducting inspections; completing health orders; and promoting positive health outcomes in their communities.
A Q&A session with Lillian will take place following her presentation.

Brattleboro – Afternoon Session
Topic II: Environmental Enforcement.
Sean McVeigh, Dept. of Environmental Conservation, will describe enforcement investigations and how the DEC works with THOs.
Topic III: Testing Drinking Water
An overview of drinking water testing, how to use test kits, and the resources available through the Vermont Public Health Laboratory with Sille Larsen.
Topic IV: Lead Paint
Vernon Nelson from VDH will cover the risks in dealing with lead in rental housing and construction, and role of the THO.

Topic II: Rental Inspections
The Director of Code Enforcement for Burlington City will review rental properties and inspections, and approaches to handling landlord/tenant issues.
Topic III: Planning Health Communities
Suzanne Kelley, VDH, will address opportunities for THOs to enhance the health of their communities through the VDH’s planning healthy communities initiative.
