This annual training for new and returning selectboard members gives you an overview of the important basics you need to know right away. You’ll hear about the selectboard’s legal authority and statutory duties, including an explanation of Dillon’s Rule, an overview of your role and responsibilities, and a discussion of the relationships between the selectboard, town employees, and other elected/appointed officers. Additionally, you’ll have time to review and discuss Vermont’s transparency or “Sunshine Laws”. Attendees are highly encouraged to watch the videos about the three transparency laws – Open Meeting Law, Public Records Act, and Conflicts of Interest – ahead of the live training via email or with your confirmation email. - Dillon’s Rule
- The selectboard’s roles and responsibilities
- The relationship between the selectboard, town employees, and other elected and appointed officers.
Speaker: Kail Romanoff, VLCT MAC Staff Attorney I
2. Transparency Laws: Overview and Q&A
Laws requiring openness and access to government are called “sunshine” or transparency laws. In Vermont, matters of local government invoke the Open Meeting Law, Public Records Act, and Conflicts of Interest requirements, often simultaneously. Review transparency training videos in advance and bring your questions about these “Sunshine Laws” for a Q&A session with MAC attorneys.
Speaker: Garrett Baxter, VLCT MAC Senior Staff Attorney
*Those attending virtually via zoom on March 30th will receive a recording of this session ahead of time. All registrations (in-person and virtual) will receive this recording along with all of the training materials after the live sessions.
