Description

VLCT's annual training for Moderators, selectboard members, town clerks, town managers and administrators, and all local officials who are interested in learning how to run town meeting. Content is designed for both new moderators and seasoned veterans. We will not have copies of Robert’s Rules of Order available for purchase, so check with your local bookstore or major online retailer to purchase this resource.

9:05        Ruling the Unruly, Part 1: How to Moderate a Vermont Town Meeting

Ed Chase will deconstruct the annual town meeting process step by step. In Part 1, he will cover the basic role and responsibilities of the moderator. He will also review the most common types of motions used at town meetings, pursuant to Robert’s Rules of Order.

In Part 2, Ed will focus on the role of the moderator by addressing motions and amendments, voting procedures, and more nuanced topics.

Daniel Post Senning, Author; Spokesperson, the Emily Post Institute; Moderator, Town of Duxbury will speak during lunch. Dan will reflect on his experience as a first-time moderator – following members of the Morse family, who have held the position for 80 years – as well as his professional expertise in the principles of civility and respectful communication.

1:00        Mock Town Meeting

It’s Town Meeting Day at the Capitol Plaza! The town meeting warning is set and its articles are ready to be acted upon. In this session, Ed will conduct a mock town meeting with the assistance of designated “town residents” to demonstrate how to deal with common town meeting articles.

2:30        Best Practices and Lessons Learned

Attendees are encouraged to bring their questions to this interactive session. A panel of seasoned moderators from around the state will answer questions and share their best practices and lessons learned regarding their roles and responsibilities, Robert’s Rules of Order, common issues, and how to maintain comportment in difficult situations.
