On December 8, 2021, Public Policy & Advocacy Director Karen Horn and VLCT President Jessie Baker wrote to Rep. Jill Krowinski, Speaker of the House, and Sen. Becca Balint, Senate President Pro Tem, regarding the recruitment and retention crisis that Vermont’s municipal law enforcement agencies face. One day later, they sent a similar letter to Governor Phil Scott.
