Garrett is responsible for assisting local officials with their official duties by staffing the municipal inquiry service, drafting and reviewing ordinances and policies, delivering educational workshops, writing handbooks, helping to draft legislation, and writing monthly newsletter articles that analyze recent legal and regulatory actions and answer questions from the membership. Garrett has been teaching, writing, and advising Vermont’s local officials on various municipal topics since joining VLCT in 2004. He has been Senior Staff Attorney for the VLCT Municipal Assistance Center (MAC) since 2014. Garrett advises junior staff attorneys along with other MAC and advocacy staff on interpretation and application of laws. He also provides professional oversight and training to staff attorneys and legal interns.

Fun Fact: Garrett lives in the Northeast Kingdom with Duke, a Siberian Husky, and tries to work in at least one reference to the TV show Seinfeld in his daily conversations with staff.
