Many small to mid-sized municipalities don’t have staff with technology expertise, and they hire companies to manage their systems and services. To help members select an information technology managed services provider (IT MSP), the Vermont League of Cities and Towns (VLCT) collaborated with the Leahy Center for Digital Forensic & Cybersecurity (Leahy Center) to create a custom template for IT Services Request for Quotes (RFQs). The Leahy Center is a Center of Excellence at Champlain College with an educational mission to provide real world experience for students. 

To inform the customizable template and make it broadly applicable to small and mid-sized municipalities, the Leahy Center conducted IT assessments for ten representative municipalities to understand their IT infrastructure and service needs.  Following the assessments, the Leahy Center staff and students presented the VLCT Board of Directors with project outcomes including:  

  • IT Services Options Catalog – Designed to use in conjunction with the RFQ template, the options catalog defines terms and describes service options to help municipal officials understand IT service solutions best suited for their needs.
  • IT Services RFQ Template –Refer to the Options Catalog to assess service needs and complete Section 3.
  • IT Services Sample RFQ – This sample is a helpful reference for an example of how to use the options catalog and template.
