Minutes

President Cadwell called the meeting to order at 2:03 p.m. and introduced Will Sipsey, Lincoln Moderator, and the Chairs of the Policy Committees.  President Cadwell appointed Mr. Sipsey as moderator for the portion of the meeting addressing municipal legislative policy.

Moderator Sipsey introduced the governing rules of the Annual Meeting. By motion duly made and seconded, the reading of the articles was waived and the rules adopted.

Moderator Sipsey introduced the minutes of the 2015 Annual Meeting. On motion duly made and seconded, the reading of the minutes was waived and the minutes adopted as printed.

Moderator Sipsey reviewed the adoption process for the Municipal Policy.  President Cadwell offered the Municipal Policy Guiding Principles for consideration and adoption. Moderator Sipsey introduced Eric Osgood, Chair of the Finance, Administration and Intergovernmental Relations Committee, who presented the committee’s recommendations.  Moderator Sipsey introduced Kathleen Ramsay, Chair of the Transportation Committee who presented the committee’s recommendations. Moderator Sipsey introduced Christopher Louras, Chair of the Public Safety Committee, who presented the Committee’s recommendations.  Moderator Sipsey introduced Miro Weinberger, Chair of the Quality of Life and Environment Committee who presented the committee’s recommendations.  Moderator Sipsey introduced Chip Sawyer, Member of the Water Quality Committee to present the committee’s recommendations, but he was unable to stay for the remainder of the meeting.  Karen Horn, VLCT’s Director of Public Policy and Advocacy presented the committee’s recommendations. By motions duly made and seconded, the five sections of the 2017 Municipal Policy and the Guiding Principles were amended and approved.

Moderator Sipsey relinquished the meeting to President Cadwell. By motions duly made and seconded the Bylaw amendments offered by the Board to clarify who fills the vacancy in the office of Immediate Past President and who may hold the office of VLCT Treasurer were adopted.

Retiring members of the VLCT Board of Directors were recognized by President Cadwell and those in attendance received a citation for their service.

Nominating Committee Chair Bill Shepeluk presented the report of the Nominating Committee. By motions duly made and seconded, the report of the Nominating Committee was approved and the following officers and Board members were elected:

President, term expires October 2017

Jared Cadwell, Selectperson, Fayston (pop. 1,353)

Vice-President, term expires October 2017

Christopher Louras, Mayor, Rutland (pop. 16,495)

Board of Directors, two-year terms expire October 2018:

Sandra Pinsonault, Town Clerk, Dorset (pop. 2,031)

Roland (“Ted”) Simmons, Selectperson, Orwell (pop. 1,250)

Miro Weinberger, Mayor, Burlington (pop. 42,417)

Brendan Whittaker, Selectperson, Brunswick (pop. 112)

Dominic Cloud, City Manager, St. Albans City (pop. 6,918)

Newly elected officers and members of the VLCT Board of Directors were recognized by the President and those in attendance. 

By motion duly made and seconded, the Annual Meeting was adjourned at 5:15 p.m.
