Vermont League of Cities and Towns
Board of Directors Meeting
Monday, August 7, 2017
Members present via telephone: Vice President Cloud, and Members Beckett, Elwell, Hurd, Richard, Safford, Shepeluk, Simmons and Whittaker.
Others present at VLCT Office: VLCT staff members Garrett Baxter, Sarah Jarvis, Carl Andeer and Maura Carroll.
Agenda Item #1: Call to order by the President.
Member Safford volunteered to serve as temporary chair and called the meeting to order at 10:33 a.m.
Agenda Item #2: Additions and Deletions to the Agenda.
No additions or deletions were made to the agenda.
Agenda Item #3: Discussion of Waterbury Village Request for Amicus Filing.
Vice President Cloud joined the meeting at 10:35 and Member Safford relinquished the chair to him. Staff provided information to the Board that appellant’s brief in this case (Hubacz v. Village of Waterbury) had already been filed and appellee’s brief is due on August 17, thus limiting the amount of time VLCT has to request leave to file an amicus brief on behalf of the Village of Waterbury. It was proposed that staff request permission from the appellee to file an amicus brief, while at the same time filing a request with the Court to do so. On motion duly made by Member Hurd and seconded by Member Whittaker, the following members voted to approve the motion to move forward with the amicus process: Vice President Cloud, and Members Beckett, Elwell, Hurd, Richard, Safford, Simmons and Whittaker. No one opposed the motion. Member Shepeluk abstained from the vote.
Agenda Item #4: Other Business.
On motion duly made by Member Safford and seconded by Member Simmons, the Board unanimously voted to adjourn the meeting at 10:40 a.m.
