Nominating Committee Meeting
Tuesday, April 5, 2022
Present: Winooski City Manager Jessie Baker, Danville Selectman Ken Linsley, West Rutland Town Manager Mary Ann Goulette, VLCT Executive Director Ted Brady
The meeting was called to order at 11:10 a.m. with the arrival of Jessie Baker, chair.
The nominating committee reviewed the four applications/nominations received in March 2022. The committee also considered applications/nominations from the recent board solicitation that occurred in August of 2021.
Ted Brady explained that only three of the applications/nominations were eligible, as one was a previous board member who had not served the required two-year gap in service from the Board. Two of the remaining applicants had served in Vermont local government for less than a year. Jessie Baker encouraged VLCT to welcome new-to-Vermont municipal officials on the Board.
Ken Linsley motioned to recommend Rutland City Mayor David Allaire and Wheelock Selectboard Chair Ann Lawless to the VLCT Board of Directors for the two open board seats, and to recommend Cabot Selectboard Chair Michael Hogan as an alternate in the event either candidate did not accept the nomination. Mary Ann Goulette seconded the motion. The motion was approved unanimously.
Ken Linsley asked that those not selected be encouraged to participate in other VLCT opportunities, and consider reapplying for future Board openings.
Ted Brady shared that he’d like to reconsider how Board applications and nominations are solicited. This past year, VLCT has had to solicit for Board members three times. Ted suggested an annual solicitation each summer in advance of Town Fair. The nominating committee could then use that list for any vacancies throughout the year, or supplement the list with names that come forward outside of the cycle. He noted the bylaws are silent on how to solicit interested individuals, and noted that our current process is inadequately reaching underrepresented populations.
The meeting was adjourned at 11:25 a.m.
