On November 22, 2021, the Vermont Legislature was called in for a special session to consider a single piece of legislation, S.1, an act relating to temporary municipal rules in response to COVID-19.

Governor Scott signed S.1 into law (Act 1) on November 23, 2021. Act 1 authorizes towns, cities, and villages to establish masking/face covering requirements through rule. A local legislative body may initially adopt the face covering rule for up to 45 days and may renew it subsequently for 30-day periods through April 30, 2022. Act 1 is a permissive grant of authority and not a mandate – a municipality may adopt a face covering rule, but it is under no obligation to do so.

To assist municipal officials, VLCT has created and compiled some downloadable face covering rule resources and reference information below. Additionally, the VLCT Municipal Assistance Center (MAC) staff are also available to assist town officials with any questions regarding their roles and responsibilities.
