The VLCT Property And Casualty Intermunicipal Fund (PACIF) is the leading provider of Property/Casualty and Workers' Compensation coverage to Vermont municipal entities. This not-for-profit risk sharing pool began offering coverage in January 1987 to its 27 founding municipalities and has grown to over 320 members (now including public entities such as special purpose districts) under the guidance of a board of eleven Vermont local officials. All core functions — underwriting, claim adjudication, and loss control (which includes safety, health promotion, and other cost containment support) — are performed by VLCT employees who live in your communities and work hard to fulfill the League's mission: strengthening and serving Vermont local governments.
PACIF covers property damage, vehicle accidents, injured employees, general liability, public officials' liability, and employment practices liability. Our staff members are experienced professionals who also understand the unique operations and risk exposures of Vermont municipal entities. Moreover, a unique combination of loss control programs — the Public Agency Training Council's online resources for law enforcement professionals, PACIF Scholarships and Equipment Grants, Drug & Alcohol Testing compliance support for members with CDL drivers, and many more — make PACIF a truly exceptional value for municipalities.
