Municipalities engage in a wide range of inherently risky activities such as maintaining transportation infrastructure; operating water, sewer, and/or electric utilities; providing recreation programs; employing staff without the benefit of an HR professional; providing public safety services (police and/or fire); allowing private use of municipal facilities; and engaging in contracts for services.

All of these activities have elements of risk that could expose the municipality to legal action or a claim for damages if proper procedures, work practices, and other control measures are not established and adhered to.
