The VLCT Municipal Policy guides the actions of the board of directors and the advocacy staff in the Vermont Legislature and at the federal level as needed. The VLCT Municipal Policy Committee is a permanent committee established by the VLCT Board in 2026. Policy Committee members provide testimony and recruit other municipal officials for advocacy actions. They also participate in legislative working groups to help advance VLCT policy priorities.
The Policy Committee meets throughout the summer ahead of each biennium to develop the proposed Municipal Policy which is then referred to the VLCT Board of Directors in September and voted on by the full membership at VLCT's annual meeting in October.
The committee includes a current VLCT board member, appointed as Chair, one member appointed by the PACIF board, and 10-12 VLCT members that represent a diverse range of municipal positions, geographical locations, and community sizes, in addition the VLCT Executive Director and VLCT Board President serve as ex officio members. The committee also seeks to have two people who represent each of the follow five policy areas:
- FAIR (Finance, Administration, and Intergovernmental Relations)
- Transportation
- Public Safety
- Quality of Life and Housing
- Environment
Interested Policy Committee members should:
Be able to commit to participate for a full two-year term that spans the upcoming legislative biennium.
Hold a municipal office as an elected, appointed, or professional member of local government in Vermont.
Have expertise in one of the five Policy areas: finance, administration, and intergovernmental relations (FAIR), public safety, quality of life and housing, and transportation and environment.
Be able to attend the majority of 6-8 virtual meetings between July and September (ahead of each new biennium) to assist in developing the VLCT Municipal Policy, with regular monthly afterwards.
Be interested and able to participate occasionally in advocacy actions throughout the legislative sessions (January to June) that could include: written, in-person, or virtual testimony that relates to your area of expertise; attendance at VLCT advocacy events; and opportunities to take public actions in support of VLCT Municipal Policy priorities such as letter and opinion editorial writing, press engagements, speaking at educational and VLCT member events, etc.
Be willing to serve as a VLCT appointee on issue specific legislative working groups, advisory committees, and stakeholder groups which typically meet virtually and off-session (June to December).
