VLCT and COVID-19 Data & Research

VLCT is committed to bringing VLCT members and partner organizations relevant and timely data and research related to COVID-19 response and recovery. We will post data and research from VLCT surveys and research studies, and that of other trusted organizations, on this page for your reference.

Municipal Fiscal Impacts Survey Reports

In May 2020, VLCT distributed a survey to assess the fiscal and staffing impacts Vermont municipalities are facing due to the COVID-19 pandemic. It was sent to municipal officials representing all 254 cities, towns, and villages in Vermont. Survey Report I is available as of July 28, 2020. Results from round one of the survey are available via the link below.

Ongoing Assessments

We've designed this survey as a quarterly assessment tool to evaluate and compare ongoing fiscal and staffing impacts due to the COVID-19 pandemic.  Reports from each survey will be posted at the bottom of this page.

Future iterations of the survey will be released on a quarterly schedule and roughly sync up to end of quarter timelines for municipalities with either calendar or fiscal year budget cycles. We will continue to release quarterly assessments until the mitigation efforts for the pandemic stabilize. The current survey is open as of July 28, 2020. The deadline for completing the survey is August 5, 2020 for more information on the current iteration of the survey check out our COVID-19 Fiscal Impacts Survey page. Data from this survey is being used by VLCT to advocate for increased municipal funding and supports from the Vermont Legislature as well as develop member resources and trainings and share reports to various state agencies and partner organizations, such as the National League of Cities.
