Important Notice To Towns & Counties About Obtaining Opioid Settlement Funds

The Office of the Vermont Attorney General asked VLCT to convey the message below. Certain cities, towns, and counties MUST sign and return a specific form by September 30 in order for Vermont to receive its $22 million in opioid settlement funds.

Vermont has reached an agreement with opioid manufacturer Purdue and its Sackler family owners that will bring us $22 million in settlement funds. For Vermont to receive that payment, all towns with a population over 10,000, all counties (except Essex and Grand Isle) and the four towns that brought opioid cases MUST sign on to the settlement by completing the paperwork emailed earlier this summer and return it no later than September 30, 2025. If you’d like to search email to find the paperwork, it would have come from the Purdue Opioids Implementation Administrator, likely using the email address opioidsparticipation@rubris.com.

You will receive separate paperwork to complete for an additional settlement with eight opioid manufacturers. That paperwork must be submitted by October 8, 2025.

The packages you receive in both settlements will consist of a letter describing the settlement and two forms, one designated as Ex. K and the other as Ex. K-1.  

If you are a town of over 10,000 (Bennington, Brattleboro, Burlington, Colchester, Essex Town, Essex Junction, Milton, Rutland, South Burlington, Williston) or brought an opioids lawsuit (Bennington, Brattleboro, St. Albans, Sharon), you MUST sign and return Ex. K so that Vermont can receive its $22 million and so you can receive your share of the funds. If you would like your share of the settlement funds to go to the State Opioid Abatement Fund rather than receiving those funds directly, you should also sign and return Ex. K-1.

If you are a town of under 10,000 people and have not brought an opioids lawsuit, you have two choices: 1) You can do nothing, and your share of the settlement funds will go to the State Opioid Abatement Fund or 2) you can complete Ex. K which signifies that you would like your town to receive its share of the settlement funds directly.

Any town that elects to receive it funds directly must spend those funds on opioid abatement and maintain records that reflect those expenditures.
