The Vermont Municipal Clerks’ and Treasurers’ Association (VMCTA) conferred its 2026 Clerk of the Year award on Thetford Town Clerk and VLCT Board Member Tracy Borst and its 2026 Treasurer of the Year award on Maidstone Town Treasurer Bob Champagne-Willis. Borst, Champagne-Willis, and other award winners were honored during VMCTA’s annual meeting on September 9 in Sugarbush.
Borst has served as Thetford Town Clerk since 2003 and as Thetford’s Town Treasurer since 2018. She is an International Institute of Municipal Clerks certified Master Municipal Clerk and a VMCTA certified Magna Cum Laude Municipal Clerk. She is also a past president of the VMCTA and currently serves as the First Vice President of the New England Association of City and Town Clerks.
Champagne-Willis has served as Maidstone’s Town Treasurer since 2019. He is also treasurer of several non-profit organizations in Vermont, Massachusetts, and Rhode Island. Champagne-Willis is also a member of the VMCTA Executive Board.
VMCTA First Vice President and Morristown Town Clerk Sara Haskins further acknowledged outstanding public service when presenting these awards at the VMCTA annual meeting banquet:

VMCTA Assistant Clerk of the Year: Strafford Assistant Town Clerk Regina Josler
- VMCTA Lifetime Achievement Award: Former Johnson Town Clerk Rosemary Audibert
- VMCTA Award of Appreciation: Elections Administrator Lori Bjornlund, Office of the Vermont Secretary of State
