VERB = The VLCT Employment Resource and Benefits Trust
VERB was formed in 2015 through the merger of VLCT's two original risk-sharing entities, the Unemployment Insurance Trust and the VLCT Health Trust. The previous year, the single largest function of the Health Trust — helping hundreds of VLCT members provide affordable health insurance benefits to their employees — was reallocated to Vermont's new health insurance Exchange, Vermont Health Connect, as an implementation and extension of the federal Patient Protection and Affordable Care Act (ACA). VERB now offers all the other services and programs that its two predecessor trusts provided — and also a few new ones that VLCT members deserve to have access to.
VLCT membership is required for participation in VERB. Vermont's cities and towns qualify for full VLCT membership, while other entities – including villages, fire districts, housing authorities, solid waste districts, natural resource management districts, and more – must maintain a VLCT Associate membership in order to obtain VERB products and services.
