(Beginning 30 days before polls open) Notice to voters of defective ballots commences. Upon receipt, clerks must open the outer mailing envelope and determine whether an early ballot is defective within 3 business days or on the next day the office is open for business, whichever is later. If a ballot is deemed defective, the voter must be notified no later than the next business day.
