VLCT is collecting approved 2023 Annual Meeting warnings (in Word or PDF) and proposed budgets (in Excel or CSV format) so we can compile them with others from throughout Vermont and analyze the results to find trends and highlights.

We hope it will be easy for city, town, and village clerks to submit their files during the required annual meeting notice time period (January 26 to February 5) by either uploading them to the secured VLCT OneDrive folder linked below or emailing them to with the subject “Annual Meeting Warning 2023” and the name of your municipality.

We will analyze all the files we receive and publish summary information and highlights in our annual Town Meeting Preview. If you have questions about the collecting or analysis of this information, please contact Heather Law, VLCT’s Municipal Research and Information Specialist, at

Thanks to the clerks who participated last year, we had great success in conducting this process for 2022. Common topics included regional infrastructure projects, budget items, and time sensitive issues such as whether to allow retail cannabis operations in the municipality. We also started noting changes to municipalities’ voting methods and to certain municipal positions being elected or appointed. For a walk down recent memory lane, here is the 2022 Vermont Town Meeting Day Preview.
