
The Vermont Agency of Commerce and Community Development, Department of Housing and Community Development (DHCD) will receive $67,845,000 million from US Department of Housing and Urban Development (HUD) in Community Development Block Grant- Disaster Recovery (CDBG-DR) funds in response to Vermont's July 2023 floods FEMA Disaster Declaration 4720. These funds will help communities with the necessary expenses related to disaster relief, long-term recovery, restoration of infrastructure and housing, and economic revitalization in the most impacted and distressed areas receiving major disaster declarations, for CDBG-DR eligible activities and addressed a national objective of benefitting low- and moderate-income people and addressing an urgent need.
Proposed Eligible Projects
- Planning activities that directly support recovery activities and watershed mitigation.
- Housing, most notably supporting affordable housing units and replacement housing for owner-occupied units, infrastructure in support of housing, and completing the property clean-up post FEMA property buyout.
- Infrastructure, such as bridge and culvert improvements or replacement, water and sewer infrastructure, and road rebuilding and relocation, especially as they directly support new housing construction and demonstrate a tie-back to the July 7-21, 2023, flood.
- Mitigation actions, such as acquisition, construction, reconstruction, and installation of public facilities and other site improvements. Floodplain restoration and riverbank stabilization are included. Mitigation projects do NOT need to be tied to the July 7-21, 2023, event.
Share Input at the Public Hearing
DHCD staff will be holding a public hearing to present how funds may be allocated and to get input from Vermont residents on the Vermont 2025 DRAFT CDBG-DR Action Plan on May 15, 2025, 6 p.m.-8 p.m. at Weston Theater Company, 703 Main Street, Weston VT 05161.

Submit Comments
The State is required to prepare a draft action plan to be submitted to HUD to access the funding. Public comments are being accepted on the action plan until May 21, 2025. Comments can be sent to ACCD.CDBGDR@Vermont.gov.
