Senior Human Resources Consultant
Are you an experienced Human Resources professional with a deep understanding of workplace best practices and risk management, and a passion for local government service? The Vermont League of Cities and Towns (VLCT) seeks a seasoned Senior Human Resources Consultant who can offer high-impact support to municipal officials in the full spectrum of workplace matters.

As an integral member of our Property and Casualty Intermunicipal Fund (PACIF) team, you will provide critical guidance, training, and consultation to the leaders of Vermont’s cities and towns and be a one-stop-shop for HR questions from our member municipalities.
What You Bring to the Table:
- A bachelor’s degree in human resources, Public Administration, Business Administration, or a related field or equivalent in years of experience in the field of human resources and/or municipal experience required; a master’s degree in the same fields is helpful but not required.
- At least five years in progressively responsible professional human resources roles and work experience in municipal or public sector setting, or equivalent experience. Public sector experience in Vermont is preferred.
- Comprehensive knowledge of human resource functions, principles and practices, particularly in the public sector workplace; federal and state employment laws; policy and program development; HR trends, and the principles of supervision and employee motivation and coaching. Labor relations experience is a plus.
- Ability to work in a highly independent, confidential, and professional manner on a high-volume, time-sensitive caseload.
- Excellent communication and interpersonal skills, including the ability to communicate clearly, both orally and in writing, with various stakeholders including municipal officials, co-workers, and business partners.
- The SHRM-CP or SHRM-SCP designation or similar human resources designation is preferred.
