Loans and Assistance to Meet Water Service Line Requirements

The Drinking Water and Groundwater Protection Division of the Vermont Department of Environmental Conservation (DEC) is helping Community (CWS) and Non-Transient Non-Community (NTNC) water systems complete their service line inventories (SLI) as required by the federal Lead and Copper Rule Revisions. Systems with at least one lead service line, one unknown material line, or one galvanized line requiring replacement must complete a lead service line replacement (LSLR) plan. Vermont DEC must receive SLIs and LSLR plans by October 16, 2024.

Assistance Types: 

Loan Opportunities 

Every Community Water System that serves more than 1,000 customers or has more than 250 connections is eligible for an SLI loan from the Drinking Water State Revolving Fund (DWSRF). Water systems may allocate the funds for a contractor to help them complete the SLI, or for in-house staff’s time.   

DEC-Contracted Assistance 

CWSs and NTNCs serving fewer than 1,000 customers may receive DEC-Contracted Assistance to help them complete their SLI and LSLR plans. The DEC Drinking Water and Groundwater Protection Division has begun contacting eligible water systems. Schools and Day Care Facilities 

Sustainable Infrastructure Analysts are scheduling site visits with systems’ Administrative Contacts to help schools and day care facilities complete their SLIs. These analysts will provide technical support if an LSLR plan is needed.
